Sublime, Radiant, Avatar of the Sky can be found in the Echo of War: Glance of Twilight inside Amphoreus’ “Fortress of Dome” Eye of Twilight, which can be unlocked after completing the Poet, Speak of the Sky Through Me Part II mission.
